This text file is created by default by the game and placed in your Mods folder when you run it. It tells your game how many folders deep to read your custom content and ordinarily allows for up to 5 nested folders inside your Mods folder. Note: If you receive a security warning such as this, click KEEP. This cfg (configuration) file is a perfectly safe and can only be used by The Sims 4, but as cfg files are used for all sorts of apps, operating systems do treat them cautiously.
I did have the mods folder and the resource file already in it, but I had some complications with cc not working and I deleted them both Does anyone know how I could get both of the items back? I've already tried looking for them in the recycle bin but they're not in there and I've repaired the game on origin but that didn't work either. A few people have said that the files should regenerate after launching the game but they didn't. Someone help please!!!
Try a Sims 4 factory reset - Move the Sims 4 folder out of the Electronic Arts folder to the desktop. Load the game to create a new Sims 4 folder. This will create a new Mods folder and Resource.cfg file. - It will be as if you just reinstalled the game, so no game saves or cc.
This is okay, with your Sims 4 files safely backed up to the desktop, you can then move over what old files and folders you want. Like your Saves, Option.ini file, Tray folder and the files inside of the Mods folder.
Note: This process requires moving downloaded folders into the Mods folder of The Sims 4. Be sure to read and follow these steps carefully before adjusting your game files. Mods are performed at the user's own risk.
After you find the download most compatible with your Sims 4 setup, proceed to click it under the Release column. This will start the download of the zip file. Once you access the file, unzip it to reveal all the individual documents.
After unzipping the file, you will see several items inside. Move all folders over to your Mods folder, which is located in the Electronic Arts folder that holds your Sims 4 folder (which is within your Documents). This will enable the mod to work.

However, Deaderpool mentions that bugs in MC Command Center can occasionally cause this error message. Uploading this error log file to their Discord support channel for verification is the best way to troubleshoot the error (community support for the win!).
If you really want to get technical, a PermissionError: [Errno 13] Permission denied error occurs when Python does not have permissions to read, write or open a file.
